Notice of Race

1.  EVENT
1.1. The 2008 Sines-Portugal Windsurfing Grand Prix takes place from Tuesday May 6th to Saturday May 10th 2008.
1.2. The regatta is an IFWC Level 1 World Ranking event and round 1 of the Formula Windsurfing Grand Prix (World) Tour.
1.3. The regatta is an IFCA world ranking event

2.  ORGANIZATION
2.1. The event is organised by Overpower Club for and on behalf of, and under specified conditions laid down by, the IWA, IFWC and IFCA.
2.2. The event is sponsored by: Câmara Municipal de Sines, Turismo de Portugal, Turismo do Alentejo, Galp.

3.  VENUE
3.1. The headquarter of the event is placed on the beach of S.Torpes, Sines, Portugal. Website: http://www.sines.pt/EN/Pages/default.aspx.
3.2. Usual wind in MAY-10-18 knots, usually waves 0,5-1,0 m, usual wind direction N-NW.
3.3. The average water temperature is 18°C, and the average air temperature is 18-25°C.

4.  RULES
4.1. The regatta is governed by:
4.1.1. The ISAF Racing Rules of Sailing 2005-2008 [RRS] Windsurfing Edition;
4.1.2. The IFWC & IFCA Class and Championship Rules;
4.1.3. This Notice of Race and the Sailing Instructions.
Alterations to the SI’s must be approved by the Class Race Supervisor.
Competitors shall attend official functions, including the opening and closing ceremonies.
IFWC and IFCA are both “Category C” as set out in ISAF Regulation 20-Advertising Code.

5.  ELIGIBILITY & DISCIPLINE[S]
5.1. All entries shall meet the requirements of the ISAF Regulation 19- Eligibility Code.
5.2. Competitors shall possess valid third party liability insurance.
Competitors shall be members of their national class association. National Associations shall be paid up members of the IWA, which is empowered by the class to collect any fees due.
The 2008 Sines-Portugal Windsurfing Grand Prix is a two discipline regatta- Formula Windsurfing and Slalom.
The race committee decides if the conditions are suitable for official competitions and which discipline will be run. The intention is to run official competition within the full range of conditions normally acceptable for the discipline. The decision of the Race Committee shall not be protested.

6.  CLASSES & FLEETS
6.1. The regatta is a two discipline “open entry” event for male & female competitors.
6.2. Women and men may race together. If there are ten or more women they may race separately.
6.3. The divisions Youth [U20], Junior [U17], Masters, Grand Masters etc.] race with main fleet.
6.4. There may be separate prizes or trophies for Women, Youth [U20], Junior [U17], Masters, Grand Masters divisions.

7.  DIVISIONS
7.1. Fleet [Gender]:
       Men (A); Women (B)
7.2. Age:
7.2.1. A Junior [U17] shall be under the age of 17; (born in or after 1992).
7.2.2. A Youth [U20] shall be under the age of 20; (born in or after 1989).
7.2.3. A Master is a competitor who has reached the age of 35 (1972>) or a woman of 30 1977>).
7.2.4. A Grand Master is a competitor who has reached the age of 45 (1962>) or for a woman of 40 (1967>).
7.2.5. A competitor must have reached the minimum age limit in the relevant division by Dec 31st. in the year preceding the date of competition.
7.2.6. A competitor must not be older than the maximum age limit in the relevant division by Dec 31st of the year of competition.
Weight:
- Lightweight - a sailor who weighs less than 75 kg.
- Heavyweight - a sailor who weighs more than 75 kg.

7.3.    A minimum of 5 entries is required to constitute a division within a fleet.

8.  EQUIPMENT
8.1. All competitors may bring their own equipment.
8.2. The equipment has to conform with the relevant Class Rules.

9.  MEASUREMENT
9.1. It is the responsibility of each competitor to ensure that his/her board and equipment conforms with its Class Rules.
9.2. Measurement and equipment checks may be made throughout the event.

10. SAIL INSIGNIAS
10.1. National letters & sail numbers shall be black in a colour that contrasts strongly with the body of the sail; placed immediately above the event advertising and positioned according to RRS Appendix G [Letters and Numbers] are required on both sides of the sails.
10.2. Alternatively sail insignias may be placed back to back on a white background.

11. BUOYANCY
11.1. If personal buoyancy is prescribed, each competitor shall wear above the waist a jacket, a harness, or a vest with a minimum buoyancy of 4kg, un-inflated, in fresh water.
The buoyancy shall be tested with a metal weight of 4kg which shall remain supported for a minimum of 5 minutes.

12. LIABILITY
12.1. Competitors take part in all races at their own risk. The Organiser, IWA, IFWC, IFCA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the water either to persons or equipment, which may result.

13. COURSES
13.1. The course[s] shall be published on the ONB at least 30 minutes prior to the start of a competition.

14. SCORING
14.1. The RRS low points scoring system will apply.

15. JURY, PROTEST COMMITTEE
15.1. An independent protest committee will handle the protests.
15.2. If an International Jury is appointed in accordance with the ISAF RRS their decisions will be final and cannot be appealed.

16. SAILING INSTRUCTIONS & EVENT PROGRAM
16.1. The ‘SIs’ will be available at registration as will the event programme scheduling social events.

17. COACHES
17.1. Coaches are required to register in advance (Form 4).
17.2. Coach boats may support competitors. Competitors intending to bring their own, shall advise the local organiser in advance.
17.3. Coaches shall wear buoyancy aids when the „Y” flag is flown.

18.2. At the discretion of the Organizing Committee, the program could be changed, in which case an Official Notice which will be posted on the ONB by 20:00 of the previous day.
18.3. The participation in the closing party/prize giving is obligatory for all competitors. Competitors who win prize money and don’t come to the prize giving will loose their prize money.

19. SOCIALS, TROPHIES/MEDALS & PRIZES
19.1. The competitors get a warm meal each day. Every evening competitors can expect a lot of attractions, entrance to the event parties is free for all competitors.
19.2. The following medals or trophies shall be awarded in each discipline at the prize giving:
- 1st, 2nd, 3rd place Men
- 1st, 2nd, 3rd place Women
- 1st Youth [U20]
- 1st Junior [U17]
- 1st Master [over 35]
19.3. In addition there is a prize money fund of EUR 30.000,00 [net of taxes] that will be divided - 20,000 Formula, and 10,000 Slalom. If only one discipline declares a valid result, then 100% of the prize money shall be paid out in the discipline which produced a valid result.
19.4. The prize money split shall be according to the rules published on the Class website.

20. DRUG TESTING
20.1. Competitors are reminded of the ISAF rules and regulations concerning the use of banned methods and substances. Drug testing may take place during the event.

21. TELEVISION & MEDIA
21.1. Registering for the event, competitors automatically grant the Organizing Authority the right to make, use and show any motion pictures, still pictures and taped or filmed television and other reproductions of them taken during the event as defined in the Notice of Race and Sailing Instruction in which they participates without any compensation.

22. BIBS/VESTS & COMPETITORS SAIL BRANDING
22.1. During racing, competitors may be required by the organisers to wear bibs/vests carrying the event sponsors’ branding and sail stickers above the boom.

23. DRESS CODE
23.1. There can be official events where ‘smart casual’ clothes will be required. The organisers reserve the right to refuse entry to any person to such events if, in their opinion, the competitor’s standard of attire is not commensurate with the occasion.

Overpower Club will have a free transfer service from the Lisbon airport to Sines and back to the airport in the day before the Event Start and in the day after the Event finish. This service shall be booked in advance (Form 5).

25. PRE-REGISTRATION, ENTRIES & PAYMENT
25.1. The entry fees are as stated on the attached entry form (Form 1) and shall be paid at the time of entry by MasterCard, Visa Card or bank transfer only. The cut-off date for pre-entries is April 30th , 2008.
25.2.
